Cute but very small and difficult to fit on

The changing pad cover is really cute and looks great but it's very small and barely fits onto my changing pad which is a normal size and I haven't had any problems with any other covers fitting. I know it didn't shrink because I tried putting it on right out of the packaging and it took about 2 minutes to finagle it on while others go on in about 5 seconds. Looks great but cheaply made by scrimping on the fabric.
